Perhaps one way to think about free will is that we practice free will when are mindful about which 40 of the 10,000,000 bytes per second of information received by our brain we choose to pay attention to. When we pay attention and are mindful as to how we react we demonstrate free will. But having the choice doesn't necessary mean we make that choice and if we don't then under those circumstances we do not exercise free will even though we could.
